Gutenberg blocks in theme or separate plugin?

I have some code to create dynamic galleries. It currently uses shortcodes, but I’d like to make it into a Gutenberg block at some point.

It’s a pretty core part of the theme, so to me anyway, it makes sense to have it in the theme instead of a separate plugin.

Is it typical for block theme developers to include custom Gutenberg blocks in their theme files?
