Gutenberg headings and bullet lists

I’m wondering why Gutenberg editor doesn’t allow me to simply select text I want to convert to a bullet list or heading the way the classic editor used to? With Gutenberg, I have to cut the text I want to convert to a heading or bullet list, and place a heading or bullet list block, and then past the text back into that block? Why is it so much more complicated? I can use the classic block, or html block, but it attempts to convert to blocks afterward in order to edit. It seems like a step backward?
