    Error establishing a database connection
    This either means that the username and password information in your wp-config.php file is incorrect or we can’t contact the database server at mysql. This could mean your host’s database server is down.

    Are you sure you have the correct username and password?
    Are you sure you have typed the correct hostname?
    Are you sure the database server is running?
    If you’re unsure what these terms mean you should probably contact your host. If you still need help you can always visit the WordPress Support Forums.

    That message means you should contact your hosting company because your site is exceeding the resources available in your hosting plan.

    The problem could be due to a “heavy” theme or plugin(s), it could be due to a bot attack, or it could be due to growth of your site. Your host should be able to help you determine which one of the three it is.

    FYI, a value of 15 for max_user_connections is a bit low for shared hosting. If your host won’t increase it, you may want to consider moving to a new host that offers more generous resource allocations for shared hosting.
