Gzip compression does not work.

In PageSpeed ??get the message: Enable compression for the following features to reduce the download size by 15.1 KiB (71% reduction).
In other tools I get the same message. Compression is enabled in the settings of W3 Total Cache, but it seems that does not work.
How to solve this problem?
