Hand Held Orientation Plugin Development Request

Anyone interested in making a kick butt community plugin? I stumbled upon this CSS code today and I would love to add it to one of the pages of my wordpress site. My goal is to have a zero custom code wordpress site. in other words I want to do all the customization by using plugins.
