Handling Fee on one items only works if added with another item

    I have a 5% handling fee added to our gift cards. For some reason, I cannot figure out why, if someone adds a $400 gift card, the 5% is not added. If they add another amount with it, say a $100 gift card, then the fee is added for both items. The $400 gift card seems to be the only amount that does this (so if they add just a $200 gift card, the fee is there). Any suggestions?

    Our plugin is used to showcase the fees based on the rules created in the admin area.

    Can you please review the category of that $400 gift card product? also, admin rules true or not once there is only one gift card product?

    Also, are you using any third-party plugin for the gift cart type of products?

    If still unable to get an idea then, please share screenshots of admin rules for the fee or share the small video to get more detail about it.
