Have the same image on every page

Unfortunately this plugin does not include such functionality. That said, Genesis Custom Headers was superseded by a new plugin we offer called Blox. There is a Lite version available here in the WordPress repository (https://www.ads-software.com/plugins/blox-lite/). I strongly recommend that you transition to Blox Lite. It provides tons more flexibility and would allow you to create custom headers with default images. This tutorial here should help: https://www.youtube.com/watch?v=3n0bFwKn4dw.
