Having a wordpress.com account to use jetpack

Hi~
I currently have two blogs on wordpress.com: https://tinascocina.com/ and https://whispersfromthefather.me/

I also have a website on www.ads-software.com: https://www.youseasonwithlove.com/ I have JetPack installed on this website.

Can I maintain JetPack on my word press.org website if I end up dropping both of my wordpress.com blogs? In other words, what exactly does it mean to have a wordpress.com account? Does it mean having a blog/website with them or something else?
