Having Links down a page. Like a second menu

Hey everyone. I am quite stuck at the moment.
I am currently creating a blog site for a client but this is the first time i have used wordpress.
I was wondering how do I make a series of links that could be easily added and updated by client that does not effect the menu at the top.
This is extremely hard to explain.
Here is an example below

What you see is a menu up the top for example archive and then you see a series of links for a new page below.
Just like a sub menu.
Please how do I do this on WordPress without effecting the code and confusing my client.
