Header color selector not working

I have same problem, but only when Logo image is also present.

Fixed my issue by editing header.php.

I “Appearance” go to “Edit”.
Slect “Coeur” in theme selector.
Choose and load “header.php”

Add id=”site-title” here (in bold):

Not sure why this is “resolved”. The header background is hardcoded to white.

How do I change my title color?
I understand I am supposed to be looking for:
#header {
color: #0000FF;
font-family: harrington;
font-size: 19px;
font-weight: 400;
}

but I cannot find this section in my style.css editor. Any suggestions?
