    I had previously created this effect using CSS, but thought I’d give your plugin a try. It works as advertised, except that when I scroll back up to the top of the page, I lose the message bar across the top of the header and the featured is partially covered because of that. If I deactivate the plugin and just use the Elementor sticky feature, there is no problem, except that I then lose the shrinking I was after.

    OK, I just tried increasing the scroll distance and it seems to have solved the problem.
