header error

    Any ideas on this one:
    Warning: Cannot modify header information – headers already sent by (output started at /home/customer/www/xxx.com/public_html/wp-content/themes/Avada/header.php:14) in /home/customer/www/xxx.com/public_html/wp-content/plugins/transdirect-shipping/transdirect_shipping.php on line 216

    I disabled the Avada them by enabling the default wordpress theme but the same error is displayed:
    Warning: Cannot modify header information – headers already sent by (output started at /home/customer/www/tempusdevelopment.com/public_html/wp-content/themes/twentynineteen/header.php:13) in /home/customer/www/tempusdevelopment.com/public_html/wp-content/plugins/transdirect-shipping/transdirect_shipping.php on line 216
