Header image automatically hides site title and tag line…why?

  • Why is the site title and tag line being hidden when I choose the option to use a header image on a self-hosted WordPress site?

    Example:
    https://sprinklesinmylunchbox.com/

    Now, on a similar site (hosted by www.ads-software.com, the same theme allows me to display both the header image and the site title with tag line.

    Example: sprinklesinmylunchbox.wordpress.com

    Why?
