header image sizing and positioning

I searched and viewed a couple dozen topics, but i didn’t see anything addressing the issue i’m facing. (This is somewhat related to the infamous image header issues everyone complains about, but rather than trying to alter the behavior of the header image, i just need to know how it’s working; what it’s doing exactly.)
Here’s my scenario:
I have a header image of a giant orange sun and a page background with the same sun in blue; sort of like a color negative of the same image.
What i want is for the background for the content area (everything below the header image) to remain fixed, and lined up similarly to the page header. The effect i’m going for is something similar to a live x-ray panel sliding over the page, or a color filter appearing to move over the header image and changing its color.
I’m making it sound way more complicated than it is, but i assure you it’s really just a simple dumb thing. Unfortunately, i’m having trouble understanding exactly what the header image is doing, and where in the CSS i need to look to ascertain this, so i can alter the position on my page background accordingly.
Can somebody tell me exactly how the image header is being presented with respect to size and position (for both front page and interior pages)? I just need to understand what it’s doing so i can adjust my background accordingly.
