Header minimum height & alignment, less space between elements in footer

Hello,
I want to change a bunch of things – I don’t know if I should start separate topics or write them all in one.
Can I define a minimum height of the header? As a percentage of the whole page or in pixels?
Can I align the Page Title and Tagline on the left at a particular place – e.g. where her hair starts?
It might also be good to align them together with the text. Of course, if there is added space on the left for the page content, the right should correspond.
How can I decrease the huge space between the footer menu and the copyright, which when positioned on top of each other in the editor are extremely far apart when rendered on the webpage?
You can see that on my example page. I want to take that footer menu further down and glue it to the copyright.
The tablet version renders the main menu like on a mobile phone – can I make it so that it takes the desktop one instead?
And finally, but not least importantly: can I get the mobile menu at the same line and aligned with the page title?
And some other, less important questions for now:
Can I make it so that the footer menu is only shown in the mobile version?
Is it possible to add background in only part of the footer (e.g. where the copyright is, but not the menu?)
And also add some extra space between the end of the last paragraph and the footer?
