header not showing on the secondary language

Hi,
So I am using multiple headers on different pages, everywhere its working fine, but at one place its not.
3 headers with display option the following:
1 frontpage
2 all singular
3 specific singulars(policy pages @ footer)

In default language it is working fine, but the policy pages if i switch to secondary its showing the 2nd header even though it has exclusions for policy pages.
I linked the headers yes.

Checked the settings everything seems fine to me. Anyone had the same issue?
