Header not showing up

Thanks guys, I managed to get my header to show through the CSS but that’s not really how I wanted it to happen. This is just a test site to get the official site ready while it’s offline. I want to be able to have scrolling headers eventually.

the theme was a concern, through Appearance -> Header, you download the image, cropping, etc. .. WordPresss message, website updated and there still image default theme, except through the CSS can change the image, a bug theme, where is the author?
