Header resizes incorrectly on different devices

In short, the header I used for this site doesn’t seem to display correctly. It’s 1200×200, as recommended and I have managed to get it to display correctly on a PC (1920×1080) and on an ipad in landscape. However, on an ipad in portrait mode (and on an iphone in landscape mode) it appears very small and it repeats horizontally.
How can I:
(1) stop it repeating
(2) Ideally, Make it fill the width of the screen on any deviceNB.To make it display at all in the first place I set the padding in ‘appearance’ – ‘header’ – ‘header padding’ to 200, 0, 0, 0 (up left, down, right consecutively). Without the ‘200’ it was’t there at all.
Also, it may be worth mentioning that I had this site running on an old version of Evolve and it worked fine with no alterations at all. I’ve had it mothballed for a year and have restored it and updated it.
