Header.php not loading on posts page(s)

On this page https://askdrbrown.org/blog/page/4/ you can see that the header.php is not running for the recent posts pages. (As can be seen by viewing page source) I don’t see any errors in debug mode. Is there a setting where I can turn the header.php back on?
