Headway 3.7 mobile conversion

hi All,
A client has asked me to update their website from a fixed grid to fluid so it is mobile responsive.
The site was built using Headway and is updated to the most current version.
I am familiar with Headway up to 3.2 or so. But I am having problems getting the blocks to be mobile responsive. I have tried changing the block responsiveness, changing the main wrapper and have even tried making new fluid wrapper and moving the blocks into the new fluid wrapper.

Nothing seems to work. What am I missing?
