Help Choosing Shopping Cart for Complicated Product Setup

I need help figuring out the right shopping cart for a website I’ve been working on for months. This site sells prepared meals in variable bundles of specific quantities for local delivery.

Here’s what I need from the shopping cart:

1. Customer selects meal bundle – e.g. 12 dinners – then selects variable quantities of available meals to equal total meals in bundle – e.g. 12 of one meal; 6 of one meal and 6 of another meal; 2 of one meal, 3 of another, etc. for a total of 12 meals.

2. A la carte options available only with purchase of meal bundle.

3. Ability to charge different delivery fees based on location – e.g. $5 for delivery to location A, $10 for delivery to location B, etc.

I’ve been trying to make this work with Woocommerce, but it just doesn’t seem to be working. I’ve tried using the Composite Products extension and the Add On Products extension without success.

Is there another shopping cart that could handle this site’s rather unique needs? Or am I missing something within Woocommerce that would work?
