Help editing my blog on my localhost

  • Hi, AM wishing to change my layout of my blog to suit my website. So have copied all of the blog over to my inetpub folder switched on my sql etc. but when I try to locate my page to mak changes to https://localhost/blog/wp-content/themes/default/header.php

    get the error

    Fatal error: Call to undefined function language_attributes() in c:\Inetpub\wwwroot\blog\wp-content\themes\default\header.php on line 2

    Line 2 of the code is this
    <html xmlns=”https://www.w3.org/1999/xhtml&#8221; <?php language_attributes(); ?>>

    Have checked my PHP is working, am I missing something guys???
