help with new site

How do I create a links fro all page where users can add their own website and detials but it only becomes activated by me as administator. We are a club of about 2000 members and I only want members who are nto necesarily memebrs of the blog to add ther own link.

Is there a plugin or something already in wordpress that can do this?
