Help with shipping methods

I would like to set up shipping like so:

(1) First Class Parcel = $3.00 (Only visible if subtotal under $29.99)
(2) Priority Mail = $6.50 (Only visible if subtotal under $49.99)
(3) Free USPS 1st class Parcel (Subtotal = $30.00-$49.99, Only visible if subtotal falls in range $30.00-$49.99)
(4) FREE Priority Mail (Subtotal = $50.00+ Only visible if subtotal $50+)

I have all the above set up accordingly. However, when a subtotal is at $51.00 then all 4 shipping methods show up in cart, I want only “FREE Priority Mail” to show up.

Is this possible?
