Help with structure to my page

Hi,

I have the TwentyTwelve theme. I need tips how to build the site and what plugins to use. ??

1. The startpage should be like it is so I can post news to the blog.
2. The second page on my menu should be called “Restaurants” (with 3 subpages with 3 cities)
3. When you click on “Resturant” and then a city I want to see all the posts from a category like “City1”.
4. Users should be able to rate the different restaurants and comment.

Any ideas? ??
