[help]file permission problem!!!

i am using
win 2003,
php PHP 5.0.2,
mysql 4.17,
Apache 2.052.

i can install the whole wpmu in my dir.
after installation, i can access all the pages in admin section. but i donno why i can’t view my own blog??? when i clicked to view, a warning page displayed.
The message is ……that
“Warning! File Permission Problem!
Please fix the permissions on these directories and files:……………..”

i tried to use both the commands chmod and chown to change the dir permission. but it is no use. it seems not to be work in my window platform.

could anyone tell me how to solve it??
