    For this plugin there is not, but I just released an alert bar plugin that is non COVID specific that does have that ability. https://www.ads-software.com/plugins/wp-alert-bar/

    If you need it specifically for the COVID alert bar I have add that for you and pushed an update. Once you update the plugin via the Plugins page of the Dashboard you will see a checkbox in the customizer under Call to Action Link that will allow you to have the link open in a new tab.
