Heritable language of Chilean Spanish

Is it possible to change the language inherited from a WordPress language? I work with the language “Espa?ol de Chile”, and apparently, it takes English as the base language because it does not translate all the items of themes and other add-ons like Woocommerce. But when I set the language to “Spanish”, these text strings are translated. Ideally, when using “Espa?ol de Chile”, it should inherit the base languages of the “Spanish” language.
