Can you provide a more detailed explanation of what you are expecting this plugin to hide? Your question is not clear to me.

The “Menus” plugin does hide the “Add new user” menu item on individual sites in a network.

If you are logged in as the SuperAdmin, decide whether you also want menus hidden for the SuperAdmin by checking that checkbox, too.

I’m not logged as Super Admin and I can also see the Users menu when logged as a simple member of the network.

    This happens on WordPress 4.2.2

    Here is a Screenshot

Let me add a question also, as they show on that same screenshot, would it be possible to hide menus added by themes with this plugin also?

Or that should be done digging into the theme and disabling those by hand?

    Themes:
Personally, I would create a “child theme” and chuck in any customizations in there. This plugin does not automagically detect active theme or plugin added menus. Pretty tough to do that across an entire network of blogs, each with different themes and plugins. Only core menu items are listed.

    Users Menu:
If the profile sub menu is enabled, it is promoted to the parent menu. Profile promotes to a a parent menu if the Users menu is hidden. Disable all the users menu check boxes and they should all vanish. It does for me with the current plugin and WP4.2.2
