Can I get this login system instead of the classic “white page” wp-login ?

I don’t understand, don’t you already have this login system since you were able to produce it?

What I mean is: I got this popunder login box only when waiting 30 seconds when logged out.
I don’t have it when I go to my login page.
Can I have this popunder login evetywhere?

What would you see in the background behind the popup box? You can’t see the dashboard in the background because you haven’t logged in yet.
