Hide / Display Time-Based Content Not Working

Sorry for posting code…let’s try that again.

Hello, can anyone tell me why the following function isn’t working? I have tried setting the time in both my php.ini and setting it directly in the index.php file itself, but it still doesn’t work. I appreciate any help or insight.
