'Hide shipping cost until an address is entered' isn't working

I am using Woocommerce 2.3.8 with WP 4.2.1. In Woocommerce>Settings>Shipping I have checked the box next to “Hide shipping cost until an address is entered.” When I test an order the shipping costs are still showing up on the Cart page. I’ve deactivated the theme any tried another WooCommerce them with no joy. I’ve also deactivated all the plugins one by one and it still doesn’t work. Any help will be much appreciated.
