Hierarchical inheritance issue

Imagine this scenario:
I’d Like to “Pishtaz” method” be available to all states and cities, then the easiest way to do this is to define a shipping zone with the name of “Iran” and add “Iran” as it’s district and then add this method (Pishtaz) to this zone.
Sine the shop is in the state of “KhorasanRazavi” :D, I’d like to to provide my customers with “Free Shipping” method too, beside “Pishtaz” method that available for all the states, then i had to define a new zone with as its district just contains “KhorasanRazavi” and add “Free Shipping” to it.
Since the fact the state “KhorasanRazavi” hierarchically is a child of “Iran”, on the checkout page just the “Pishtaz” shows up, and technically it’s not possible to opt out between two “Pishtaz” and “Free Shipping” methods.
to my mind it’s considered as a bug!
