Home Page Menu Scroll Down Link–Twenty Seventeen

Hello,
I moved the header of the theme to the top of the homepage and made the arrow link invisible, but the arrow’s link to content (which results in scrolling down to the first section) continues to exist over my menu items.
Whenever I try to click on About Us, for example, the content link goes first, page scrolls down, and then menu item links and sub-menu links become available.
After pinpointing Developer’s Tools and viewing forums on css, navigation-top.php, global js to address the issue, I am still no closer to the problem being fixed.
