Hook ‘woocommerce_order_status_changed’ not triggert

When the module is configured in a way that the status of an order must be set after a label is created, the order status is correct changed. But the hook ‘woocommerce_order_status_changed’ used in other modules is not triggert.

The function ‘update_order_status’ in the file ./dhl-for-woocommerce/dhlpwoocommerce/includes/model/service/class-dhlpwc-model-service-shipment.php
update the order_status, but after the status is updated the hook ‘woocommerce_order_status_changed’ is not triggert.
