Horizontal line not appearing

I am trying to insert a horizontal line between sections on the page. In most cases, it has been working using the
<hr />code. However, on some pages the code will be present but the I cannot see the horizontal line on the actual page. For example, the horizontal line displayed in this code is not appearing: `<h4>Annual statistics (2014)</h4>
