Horizontal Scroll

“Page scroll to id” plugin does not create or transform themes from standard/vertical to horizontal (i.e. it does not create horizontal templates).

The plugin simply allows to specify vertical, horizontal or both axis scrolling in its settings. The extra mousewheel script in the link you posted is an extra script to enable mousewheel and keyboard scrolling and will work with vertical and horizontal layouts.

To have a horizontally laid-out site, you’ll need to get a horizontally designed theme (or hire a web developer to create/transform one for you). After you’ve setup your horizontal layout theme, you can use “Page scroll to id, as well as the extra mousewheel script to scroll through the sections.

Do you know any free horizontal theme?

Not really. Usually, horizontal themes are very specific to content type and most of them are not free (haven’t used one).
