'Host might be throttling' error on bulk create new thumbnails

When I try to bulk update more than 30 thumbnails for a gallery, I get the ‘Host might be throttling error. If I refresh the page, I get:
Bad Request Your browser sent a request that this server could not understand. Size of a request header field exceeds server limit. Cookie /n
Sometimes there error shows up after only a few thumbnails updates, but usually after 20-30.
This appears to be a cookie being too long, as soon as i clear the cookies, it works again.
I have updated my php.ini settings to increase
memory_limit, output_buffering, max_execution_time, max_file_uploads, and upload_max_filesize but nothing worked.I just installed nextgen a couple weeks ago, and it is up to date. WordPress, php, mysql are all up to date.
Any ideas on how to prevent this issue? I have thousands of thumbnails to update and it’s taking forever!
