Host's limit of 500 bulk emails per hour

My host has a limit of 500 bulk emails sendable per hour. What happens to my Subscribe2 system when I’ve got more than 500 subscribers? Is it able to portion out only so many emails per hour?

If I find that maintaining a subscription database too much onsite and need to switch to something like mailchimp, can my user base be migrated to mailchimp?
