hover not in right position

Your menus design is controlled by your theme, so I advice asking at your theme’s developer dedicated forum. A link to your website would be helpful when you ask there.

when you clickon “mobile” the position is right, but hover position still at desktop

Since you use a commercial theme ( Porto ), please go to their official support channel. We feel they are best equipped to support their products.
