How about special characters?

Im trying to add this as a custom permalink on a page.
“Merchant2/merchant.mvc?Store_Code=Tano&Screen=CONTACT” (without quotes) but it gets redirected as “Merchant2/merchant.mvc%3FStore_Code%3DTano%26Screen%3DCONTACT” (without quotes)Is there a way to escape the special characters directly on the custom permalink input text field?
