How account became inactive

We had a member cancel her credit card because of fraudulent activity. PayPal notified us of this and send it was being reviewed. In the meantime, somehow the account was changed to Inactive. No one who has access to the site did that. Is that a function of PayPal? And if so, it did not send back a reversal of the payment, so our Treasurer is counting a payment that MAY have been reversed – we’re not sure. Can you explain how the member was status was changed to Inactive and why PayPal didn’t mark the payment as now reversed? The member’s account remains as Payment Completed.
