How and when to use add_action vs add_filter functions

    Hi, I’m a novice in WP. could anyone please explain how and when to use these two functions. Also, I don’t know how different they are as well.
    BTW, please better give me the example for more understanding and some guidelines if any.

    N.B. : I did some googling as well. still got confused.
