How are refunds issued

Can refunds be issued back to the buyer from within EventPrime? I know I can enable cancellations so the buyer can request the order is cancelled, but this doesn’t appear to refund the money, just changes the status to cancelled. Can the admin do this or do they have to log into their Stripe/PayPal account and issue a refund from there?
