how can i customize the block toolbar

When I use the Gutenberg editor to write my blog, there is a toolbar above the block, like this:

And then, when I want to change the text color of the selected text, I can use the highlight in the small triangle like this:

However, clicking the small triangle and then choosing the highlight every time I want to change the text color can be cumbersome because I use this function frequently. I want to move this button outside of the triangle, for example, just to the right of the bold button. How can I customize the layout of the function buttons on the toolbar of my WordPress?
