How can I fix this text formatting error?

The visual text editor is not inserting paragraph tags. It works fine with headings and other tags, but for some reason it doesn’t like to output the <p> tag. Even when selecting the paragraph style from the drop down menu. And when checking with the HTML editor paragraph tags are non existent.

Any help would be much appreciated.
