How can I improve related products and why doesn’t it work?

I read, that

related products cannot be specified in the admin, but can be influenced by grouping similar products in the same category or by using the same tags.

I set same tags to some of my products from one category, but it’s still not working – it shows random products. I guess it depends from theme template files too?

How does related products works? Is it really use a tags to group the products in the same category?
