How Can I Make or Allows Users to Be Able to print out their form?

Hello house, i want a system where users can fill a form on my site then when i approve, users can login back and print out the same form.

How do i achieve this? do i need use woocommerce or what?

I want users to fill a form, this type https://imgur.com/a/mYr1OTH, and they make payment. after i confirm their payment i approve or add a kind of approved on their form and they can print it out as gate pass or so.
