How can I remove strange characters in your text dump

Examples of characters getting converted to weird symbols:

1.Tom Clancy, a??Jack Ryana?? is
2. fianc??e
3. Laura’s own video and voice recordings at sea and intimate v??rit?? footage

Any ideas if I need to change my meta char type, or if this is a problem with the source text?
