How can I restrict certain subdomains from being registered by users?

I have entered a list of terms I would like to restrict my users from using under “Banned Names” in Network Settings, but it looks as though this list is not used to restrict the names of sites within the network.

Besides creating them all before making my network live, what can I do to prohibit member sites from using certain subdomains within my network?
